中国网浪潮资讯 近日，浙江自贸试验区出台《中国（浙江）自由贸易试验区扩大对外开放积极利用外资暂行办法》（以下简称《办法》）。《办法》规定，符合条件的海外人才在浙江自贸区创业最高可获得3000万人民币的创业资助。

The Methods stipulates that qualified overseas talents can get a maximum of 30 million Yuan RMB entrepreneurship funding if start entrepreneurship in Zhejiang Free Trade Zone.
浙江自贸区方面表示，自贸试验区要扩大开放，引进高层次外籍人才不可或缺，因此《办法》首次对外籍人才的创业创新、就业准入、签证居留、生活服务等政策进行了系统化考虑和安排。

根据《办法》明确，引进海外高层次人才最高可给予200万元人民币奖励，对符合条件的创业人才最高给予3000万元人民币的创业资助，并设立总额不低于1亿元人民币的科创基金和总额不低于1亿元人民币的无抵押信用贷款。
According to clear definition of The Methods, the high-level overseas talents introduced in can give a maximum reward of 2 million Yuan RMB, and the eligible entrepreneurial talents can be given a maximum start-up funding of 30 million Yuan RMB,no less than the total amount of 100 million Yuan RMB science and technology innovation funds and no less than the total amount of 100 million RMB unsecured credit loans.
另一方面，针对石油石化、航空航天等领域专业人才，《办法》明确，如在重大科技专项中设立自贸试验区专项予以优先立项和重点支持，争取舟山普陀山机场实施144小时（6天）过境免签，并对该领域特别重要人才的个税实行一事一议等。

此外，作为浙江自贸试验区出台的首个外资和外籍人才的新政，《办法》明确了外商投资的重点领域、投资便利化政策以及相关奖励政策。
