Basic Function and Scope:
To Assist HSE Superintendent the completion of all HSE responsibilities. To ensure all operational activities of both CNPCIC and its contractors are performed in an acceptable manner according to industry standards.
Tasks and Duties:
a. Monitor and assist with the implementation of CNPCIC HSE procedures within the CNPCIC operating areas and to ensure that these HSE procedures are adhered by both company and contractors. Any deviations shall be reported to the HSE Superintendent and/or HSE & Security manager.
b. Manages all activities under his control to ensure that Company's Health, Safety and Environment (HSE) policies and procedures are fully implemented.
c. Analyze and interpret regulatory requirements as required.
d. Monitor specific HSE programs which identify the procedures and methods that are used to assure conformance with regulations.
e. Coordinates and conducts site-based safety and emergency response training activities. Ensuring the contractors hold the emergency drills according to set schedule.
f. Supervising the daily traffic safety, making the traffic investigation and compiling the final report.
g. Investigates, analyzes and reports all accidents and incidents within the scope of CNPCIC interests. Recording of statistics and measurement of the company’s and/or contractors’ HSE performance all the while ensuring the confidentiality and safe-keeping of documents and data.
h. Ensuring contractors maintain their workplace risk management system based On the reporting and the controlling of hazards. Hazard tracking procedures will be used for ensuring effective control of On-going hazards and the closing-out of rectified hazard.
i. Ensuring the contractors holds and maintains the records of JSA (job site assessment) meetings or the equivalent for daily work and/or special tasks.
j. Tracks infractions found in various field locations; audits and analyzes the root causes, and determines and recommends process for improvements.
k. Complete other works assigned by leaders relate in HSE.
Minimum Requirements:
a. Bachelors’ Degree of Petroleum Engineering or Safety Engineering.
b. At least 6 years' work experience in oil industry, and at least 3 years in experience in HSE area.
c. Fluency in English.
